Residents Speak Out During Affordable Housing Public Forum

MILLBURN, NJ – On Monday night, residents participated in an Affordable Housing Public Forum held at the Millburn Library. MILLBURN, NJ – On Monday night, residents participated in an Affordable Housing Public Forum held at the Millburn Library. Millburn Attorney Jarrid Kantor gave a legal history of the township’s Fair Share Housing situation, and Board Planner Grant Petto presented a slideshow.

Kantor began, “On April 19, 2018, the Township of Millburn filed its declaratory judgment action proposed for its affordable housing obligation. There was a settlement agreement authorized by the township committee on August 17, 2021, by resolution at a public meeting.” He added that a mandatory fairness hearing about filing the settlement agreement took place on January 28, 2022.

“The court ultimately approved the settlement agreement at that fairness hearing by a later date, and on November 29, 2022, our firm was retained,” reported Kantor. “A compliance hearing was scheduled for December 16 and then rescheduled for February 28, which was the only day it snowed this year.” He explained that Fair Share Housing charged Millburn with not complying with the obligations within the settlement agreement.

“We have a constant obligation to provide affordable housing, so that developers don’t come in and create their own zoning and density,” said Kantor. The township wants to maintain control over the process and prevent having developers managing the process. He shared that one Fair Share Housing remedy was stripping Millburn of its immunities and another was the appointment of a special hearing officer to monitor the 9 Main Street project. Kantor noted that both of those arrangements would expensive for Millburn residents.

Kantor concluded, “The residents in Millburn successfully negotiated almost everything, and Fair Share Housing is going to be withdrawing its application, but there's one outstanding issue. The Fair Share Housing Center has to file a motion to compel taxing Millburn to complete the project” He added that Fair Share is entitled to fees, and said he’s finalizing some details on the agreement.

Petto’s slideshow (see above) was an overview of the background of compliance in zoning, the meeting in which residents chose from different building options and general information.

Ben Stoller, Republican township committee candidate, commented, “Everyone talks about morality and doing the right thing in this day and age. Why are we going to put 75 families squeezed between a train station, an electrical transformer, the busiest road I've ever seen on Short Hills Road coming down from the middle school and on a contaminated site?” He added, “The town council opted to do this in a vacuum. We want these people to thrive in our communities.” He asked if the project could be stopped.

Jerry Kung mentioned, “Mr. Kantor said for Livingston, municipalities are not required to satisfy parts of their unmet need, so I think this community deserves an answer as to why this project is part of our agreement as part of the unmet need.”

Millburn’s planner Beth McManus said that she can’t comment on confidential aspects of the agreement, but she shared, There was a specific compliance item that was included in our settlement agreement in order to achieve a better global settlement for the township as deemed by the township committee members at that time. [We were] specifically seeking to reduce densities as part of our unmet need overlay zone.” McManus explained that the Fair Share Housing Center requested an affordable housing project in exchange for lower densities.

McManus also mentioned that 100% affordable housing projects have timing requirements and obligations, whereas inclusionary housing is determined by the market. “That is how our negotiation was structured. Fair Share Housing Center was looking for faster production of affordable housing, and the township was looking for reduced density,” she summarized.

According to Eric Osserman, “This town was deprived of due process.” He added that confidentiality only applies to negotiations, and he predicted terrible traffic jams.

Frank Saccomandi, Republican township committee candidate, stated that information sessions about affordable housing should have been conducted before anything was signed.

“I was the only resident in the town council meeting room on July 30 [when the affordable housing settlement was signed],” Jeff Feld reported. He added that there was “no opportunity to be heard” before the signatures were on the document.

Jean Pasternak asked, “How are we going to maintain the quality of our schools? We ended up with 75% of our unmet need while most other communities got 20% or 30%. Why did we end up with that high number?”

McManus responded, “[It was] the impact on the lack of leverage on settlement negotiations. We were tasked with completing those settlement negotiations over a very short amount of time [because] we did not file in 2015.”

Former Deputy Mayor Dianne Thall-Eglow reminded attendees, Tara Prupis and I were in favor of L+M Development’s plan because that was a comprehensive plan that would have taken into account the entire area.”

A few residents expressed that they were in favor of the affordable housing agreement. Debbie Frank pointed out, “People don't come in with a stigma. The stigma comes from how they're received by the community.” Phil Kirsch and Merrily Riesebeck also said that they approve of the project.

Steven Echavarria said he woke up feeling anxious on Monday.

He had hoped that he was going to be selected during the first night of the 2023 MLB Draft, but that didn’t happen. But he had a feeling he wouldn’t be waiting too long when the third round began on Monday.

The right-handed pitcher from Millburn High School has had a meteoric rise through the baseball ranks and it hit a crescendo on Monday.

Echavarria was selected by the Oakland Athletics in the third round with the 72nd overall pick in the 2023 MLB Draft on Monday, continuing the rise for the senior out of Millburn.

Echavarria, a University of Florida commit, had a breakout senior season, earning NJ.com Pitcher of the Year honors after blossoming into the state’s top pitcher. Echavarria went 8-1 on the mound with 80 strikeouts and a 0.28 ERA in 50 innings, helping Millburn win the Greater Newark Tournament and the North 2, Group 3 sectional championship.

“I’m just excited and happy that it happened,” Echavarria said. “So I just gotta get to work now. This is just one step in the process. I still have a long ways to go, so I’m just gonna take it from here and celebrate now, but after this, it’s time to get to work.”

Echavarria said he will talk with his family before making a final decision on whether he will sign with the Athletics or attend Florida, but he is leaning on signing with the A’s.

He said he met with representatives from the Athletics while he attended the MLB Draft Combine.

The 6-foot-1, 195-pound right-hander was an NJ.com First-Team All-State selection and was named the 2022-23 Gatorade New Jersey Baseball Player of the Year.

The estimated slot value of the 72nd overall pick is $1,005,700.

The Athletics selected another New Jersey product with their second-round pick when they took Rutgers star Ryan Lasko with the 41st overall pick on Sunday.

Echavarria’s rise coincides with his elevated overall maturity over the last year.

Since last summer, he put on 20 pounds of muscle to his frame, which increased his velocity on his fastball, consistently sitting in the mid-90s and touching as high as 98 miles per hour, to go along with a wipeout breaking ball.

Echavarria’s confidence improved after every outing, and he got the ball in some of Millburn’s biggest games.

He went toe-to-toe against 2022 NJ.com Player of the Year Alex Kranzler in a 9-1 win for Millburn as Echavarria tossed six innings, allowing just one hit and striking out 12. Echavarria also picked up the win when Millburn won its second GNT title in three years, hurling a complete game against Seton Hall Prep in the final. He also tossed 6 1/3 innings with eight strikeouts in the North 2, Group 3 final against North Hunterdon.

“They (the Athletics) are getting a competitor,” Echavarria said. “Someone who fights and exactly what they think they are going to get. I still have a lot to improve on. I think this high school season was just a little showcase of what I can do. I put on some more weight and refined some pitches. I’m just going to put in the work and keep grinding.”

Millburn coach Brian Chapman saw Echavarria mature over the last year. Chapman knew the raw talent was also there for Echavarria. He just needed some confidence and a push, which he got this season.

“I’m just really excited for Steven and for his family,” Chapman said. “He’s just an amazing kid, and he’s worked so hard to put himself in this position. And I’m just really happy for him and his family that they are getting this opportunity and he’s getting this opportunity.”

MLB.com had Echavarria as the No. 60 overall prospect heading into the draft.

MLB.com’s scouting report described Echavarria as: “A 6-foot-1 right-hander, Echavarria does have an intriguing combination of present feel for pitching and projection of his stuff, with a potential four-pitch mix. While he’s been described as having “sneaky” velocity in the past with his fastball, up to 93-94 mph consistently, he had gained a tick early this spring, consistently hitting 96 and touching 98 mph. He misses a good amount of bats with it thanks to its ride up in the zone, and he also can throw a 92-93 mph two-seamer down in the zone, with more consistent velocity to come as he matures.”

Millburn ace Steven Echavarria, a third-round selection during the 2023 MLB Draft by the Oakland Athletics, is going to begin his professional career.

Echavarria — the 2023 NJ.com Pitcher of the Year and a First-Team All-State selection — signed a $3 million deal with the Athletics on Monday, according to MLB.com’s Jim Callis.

Echavarria was selected with the 72nd overall pick last Monday, and the deal he agreed to is worth almost three times the slot value of the pick, which was estimated to be worth $1,005,700.

It’s the biggest overslot deal signed so far this year, according to Callis.

Echavarria told NJ Advance Media he was leaning on signing with Oakland after he was drafted. He was a University of Florida commit but will now embark on his professional career after agreeing to the deal.

He tweeted out a photo of him after signing his contract with the Athletics saying “Officially an Athletic!”

The 6-foot-1, 195-pound right-hander had a breakout senior season at Millburn.

Echavarria went 8-1 on the mound with 80 strikeouts and a 0.28 ERA in 50 innings, helping Millburn win the Greater Newark Tournament and the North 2, Group 3 sectional championship. His fastball has been clocked as high as 98 mph, and he consistently sat in the mid-90s with his heater.

He combined his overpowering fastball with a devastating breaking ball, which baffled hitters all spring.

“I’m just excited and happy that it happened,” Echavarria told NJ Advance Media after he was drafted. “So I just gotta get to work now. This is just one step in the process. I still have a long ways to go, so I’m just gonna take it from here and celebrate now. But after this, it’s time to get to work.”

MILLBURN, NJ — The world’s billionaires — a group that includes six New Jersey residents — aren’t as flush as they were a year ago, but collectively are still worth $12.2 trillion, Forbes said with the release of its annual list.

That’s down from $12.7 trillion last year.

Nearly half of the list is less wealthy than a year ago, including Elon Musk, who lost his No.1 spot after shares in Tesla fell when he bought Twitter.

Musk is now No.2 on the list and was worth $192.8 billion Wednesday morning — after having made about $12.8 billion since the day before.

Twenty-eight people fell off the list altogether, with the number of people with 10-figture fortunes now at 2,640. Still, the United States has the most billionaires of any country — 735 people collectively worth $4.5 trillion.

Forbes attributed the loss of wealth to falling stock markets, especially in the technology sector, and rising interest rates.

To calculate net worth, Forbes used stock prices and exchange rates from March 10 to determine the ranking, but updates wealth in real time.

Two of the billionaires live in Millburn, one specifically cited as living in the Short Hills section of town.

It’s the first time a citizen of France has led the ranking, whose top 10 includes seven U.S. billionaires.
