WEST ORANGE, NJ — West Orange town officials recently held an informational meeting for local residents who are concerned about potential development at a 120-acre tract of land near the border of Essex Fells.

Local advocates’ efforts to preserve the area dates back to 1987, when a development firm bought a 185-acre plot of land near the West Orange-Essex Fells border and began building a cluster of townhomes along the slopes of the Second Watchung Mountain. But the work ended abruptly when state lawmakers passed a moratorium on wetlands development, The Four Oranges reported.

Development plans at the property have since become entangled in the township’s affordable housing obligations, a twist that Mayor Susan McCartney addressed during a public meeting regarding the West Essex Highlands Development on May 10.

“Fair Share Housing Mount Laurel Court Master Elizabeth McManus was appointed by the court. Special Master McManus conducted extensive mediation with Fair Share Housing, the West Essex Highlands Condominium Association, and West Essex Highlands-Garden Homes, the owner of the 120-acre tract who intervened and participated in all mediation sessions along with then-council members Joe Krakoviak and Susan McCartney. Fair Share Housing expert Shirley Bishop and Environmental Compliance Officer Wayne DeFeo were involved in various aspects of this mediation process. Of this 120-acre parcel, 61 acres are developable, however, the agreement restricts the development to no more than 30 acres of disturbance.

“The township council adopted a resolution on April 14, 2020 approving the Fair Share Housing Settlement Agreement, followed by the township, West Essex Highlands Inc. and the West Essex Condominium Association executing the settlement agreement on April 23, 2020. The special master issued a report and the Superior Court approved the agreement. The agreement was unanimously approved by the township council and zoning amendments were introduced, noticed in accordance with applicable law, advertised and approved.

“[During the May 10 meeting], Mayor McCartney introduced West Orange Township's Environmental Compliance Officer Wayne DeFeo, who presented an overview of the proposed plan and the environmental safeguards and enhancements. The Mayor's Office mailed 350 letters to the residents living on streets adjacent to the 120-acre parcel to provide informational community engagement spanning the 20-year history of the site.

“Currently the application has been submitted to the New Jersey Department of Environmental Protection. If or when NJDEP permits are approved, the application will then be subject to public meetings before the West Orange Planning Board.”

WEST ORANGE, NJ — Independence Day is getting closer, which means it's time to fire up that barbecue and find out what Fourth of July fireworks and festivities are going on in and around West Orange for 2023.

Here's what's in store for the Independence Day holiday this year.

The Township of West Orange will hold a 4th of July celebration featuring fireworks on Tuesday, July 4 at West Orange High School.

The event will include food trucks from 1 to 9 p.m., a kids zone from 2 to 6 p.m. ($5 wristbands), and a DJ/other activities from 2 to 9 p.m.

The 2023 Essex County Free SummerMusic Concert Series will feature three “concert and firework spectaculars” this year. Read More: Free Summer Concerts In Essex County (See 2023 Schedule)

Here’s when and where this year’s fireworks will take place:

“An evening in the parks with some of the area’s most talented musicians and our Spectacular Fireworks Extravaganzas are the perfect shows for Independence Day,” Essex County Executive Joseph DiVincenzo Jr. said.

“Come out and celebrate your Fourth of July with us,” he added.

Other 2023 fireworks celebrations in Essex County include:

MILLBURN - There will be a 4th Of July celebration featuring fireworks in Millburn. It will take place on Tuesday, July 4 at Millburn High School, 462 Millburn Avenue. Morning activities start at 9 a.m., and doors open for fireworks at 7:30 p.m., with a fireworks show scheduled for 9:30 p.m. Learn more here.

NUTLEY - The Township of Nutley will hold a 4th of July celebration and fireworks on Tuesday, July 4 at 6:30 p.m. at the Nutley Park Oval, 300 Franklin Avenue. Food vendors will line Franklin Avenue, and DJ Rob Franicola will be on hand to provide music and games in the Oval. The fireworks are scheduled to start at dusk. In the event of inclement weather, the celebration will be held on the next clear night, organizers said.

VERONA - Verona will hold a fireworks show on Friday, June 30 at the Verona Community Center, 880 Bloomfield Avenue. A DJ, dancing and entertainment will begin at 7 p.m. on Liberty Field off Whiterock Road. Parking is limited. A rain date is set for Wednesday, July 5.

WEST ESSEX - The annual West Essex 4th of July fireworks celebration will be held on Tuesday, July 4 at the James Caldwell High School Baseball Field, Westville Avenue in West Caldwell. Sponsored by the communities of Caldwell, Essex Fells, Roseland, North Caldwell and West Caldwell, this year's gala fireworks display will be fired by Garden State Fireworks of Millington. Entertainment will be provided by DJ Dan Duca. The field gates will open at 7 p.m. for the holiday festivities. To help offset the cost of the fireworks, the committee is asking for a donation of $3 per adult and $1 per child under 12. If the fireworks have to be canceled because of rain, the event will be held Wednesday, July 5.

WEST ORANGE, NJ — A popular wedding hotspot in West Orange is now closed.

The Manor at 111 Prospect Avenue shut its doors on Wednesday, bidding farewell to a community that has invested many memories at the bucolic venue. See Related: Iconic West Orange Wedding Venue Is Closing

The owners previously said they were “saddened” by the decision, but it was necessary. The closure was prompted by several setbacks, including inflation, the pandemic and a decrease in weddings, News 12 New Jersey reported.

“We expect that new opportunities will arise in whatever format that may take,” they wrote earlier this year.

West Orange Mayor Susan McCartney said the local landmark will be missed after the news broke.

“The Manor and the other quality establishments owned and operated by the Knowles family have been an integral part of the township for over one-half century,” McCartney wrote. “On behalf of the entire township, we thank the Knowles family for their tremendous commitment to the township and entire region.”

“We are pleased that the Manor is taking steps to ensure a smooth transition so all patrons are accommodated to the greatest extent possible with the least inconvenience and in a township where invention lives, we look forward to seeing The Manor re-invented,” McCartney said.

In the past decades, West Orange has acquired a reputation as a wedding destination in North Jersey. The lineup has included The Manor, Highlawn Pavilion and Pleasantdale Chateau (all owned by the Knowles family), as well as the Wilshire Grand, Mayfair Farms and the Atrium Country Club. The Manor is the third of these event venues to call it quits in recent years. The Atrium Country Club on Eagle Rock Avenue abruptly closed in 2017. Mayfair Farms, also on Eagle Rock Avenue, announced it was closing in 2022 after 80 years of making memories in the township. Some West Orange Residents Are Fuming Over 16% Proposed Tax Hike

WEST ORANGE, NJ — A financial crunch may be headed West Orange’s way this year under the proposed town budget, with homeowners facing a possible hike of 16 percent to the municipal portion of their taxes.

Council President Tammy Williams had some stern words about the latest municipal spending plan at the council meeting on Tuesday. See the draft budget here.

“So certainly as a homeowner and a taxpaying resident of West Orange, I, too, am not completely satisfied – am appalled – at a 16 percent tax increase in the budget that has been presented to us,” Williams said.

The council later set a date for a first hearing on the budget for 6 p.m. on Thursday, May 18.

The potential tax hike got some harsh rebukes from several residents during the public comment portion of the meeting, including some who opined that local real estate development is playing a key role in this year’s budget struggles (watch the video below).

“A 16 percent property tax increase at this time would be devastating to just about everyone who lives in this town,” one resident said.

Township business administrator John Gross offered some additional details about this year's municipal budget at the April 18 town council meeting.

Gross gave the council an update at the May 2 meeting, calling the upcoming process “the most difficult budget that any of you will experience hopefully in your career.”

“In order to come up with solutions, it is going to take the cooperation and collaboration of the administration and the council,” he said, adding that cuts in programming and staffing and the consideration of “alternative revenues” may be among the choices that need to be made.

“It impacts everyone,” he emphasized.

The proposed school budget would mean a yearly tax hike of $296 for the average West Orange homeowner with a property assessed at $336,591, an increase of about $25 per month. A public hearing and adoption of the final budget is scheduled for the board’s meeting on Monday, May 8.
